SE: Sweden establishes first embassy in cyberspace

Sweden has broken new diplomatic ground with its plans to set up the first-ever official embassy in Second Life, an on-line virtual world. Aside from the novelty factor, the Swedish government sees this as a good opportunity to promote Sweden.

Hollywood gave us the virtual reality world of the matrix, now internet-based Second Life has brought us the ‘grid’, the flat Earth-like world on which web surfers – currently around 3 million – can become ‘residents’ and lead parallel lives.

The Swedish government has sniffed out an opportunity in this on-line ‘world’ and has announced plans to open up Second Life’s first-ever diplomatic representation. “We are planning to establish a Swedish embassy in Second Life primarily as an information portal for Sweden,” Olle Waestberg, the director of the Foreign Ministry’s Swedish Institute, was reported as saying by AFP (Agence France Presse).

The embassy would not provide virtual passports or visas. Rather, it would inform visitors about how to obtain such official documents in the real world and act as a portal to on-line information about the Scandinavian country.

Second Life has already attracted corporate interest and several household brands have set up shop in the on-line community, where residents can convert real dollars into ‘Linden dollars’ and purchase virtual products.

Η έρευνα πραγματοποιήθηκε σε συνεργασία με την εταιρία MRB A.E. σε πανελλαδική έκταση. Αναλύονται τα αποτελέσματα της μέτρησης των βασικών και συμπληρωματικών δεικτών των Ευρωπαϊκών πρωτοβουλιών δράσης eEurope2005 και i2010 για το έτος 2006, αναφορικά με το ρόλο των νέων τεχνολογιών στη χώρα. Η μέτρηση απαρτίζεται από 6 επιμέρους έρευνες που αφορούν σε Νοικοκυριά, Επιχειρήσεις, Ηλεκτρονική Διακυβέρνηση, Ηλεκτρονική Μάθηση, Ηλεκτρονική Υγεία και Κόστος Διασύνδεσης.

Η μελέτη αποτελεί σύνθεση και παρουσίαση των κυριοτέρων σημείων του ερευνητικού έργου eGovernment Economics Project (eGEP), στόχος του οποίου ήταν η διαμόρφωση ενός πλαισίου μέτρησης για την αξιολόγηση των αποτελεσμάτων και των επιπτώσεων της Ηλεκτρονικής Διακυβέρνησης. Η μελέτη διερεύνησε την υφιστάμενη κατάσταση αναφορικά με τη διείσδυση των Νέων Τεχνολογιών στο Δημόσιο, την ετοιμότητα & τις δεξιότητες των δημοσίων υπαλλήλων στη χρήση Τεχνολογιών Πληροφορικής και Επικοινωνιών (ΤΠΕ), καθώς και την προσφορά ηλεκτρονικών δημόσιων υπηρεσιών προς πολίτες και επιχειρήσεις, σε επίπεδο κεντρικής, περιφερειακής και τοπικής αυτοδιοίκησης.

Research Highlights 2006 (published in June 2007) is the second of the resumed series of annual reports on the research activity of the Development Research Group (DECRG), the World Bank’s principal research unit. The report

• offers a brief account of the activities of the group during 2006 and an external evaluation of Bank research between 1998 and 2005
• highlights recent work to illustrate the scope and nature of the research, and
• provides a comprehensive list of publications and new datasets made available in 2006.

The selected research highlights and list of publications reflects our engagement with wider audiences through formal publication, as well as the breadth and quality of the research program, which ranges from data (e.g., on World Trade Organization Disputes) and analytical tools (e.g., for poverty analysis) to detailed micro evaluations (e.g., of cash incentives for girls education), and broad macro analysis (e.g., of tropical forests and of aggregate economic volatility).
